Donor support assist in bridging the gap between developed and developing countries. Africa just like many other continents consequently receives direct or indirect funding from different Donor Organizations to support its development through implementation of specific projects. Regrettably, most of these Donor funded projects do not achieve the intended purpose due to a plethora of reasons. According to Hekala (2012), 6 out of every 10 projects do not achieved the intended purpose. The World Bank funded projects are not insulated from this menace including projects in Ghana. Even though some measures and procedures have been put in place to forestall this menace it appears these measures have not yielded the needed results. Indeed, most Donor support projects are pertinent to developing countries with feeble financial muscle. Countries would be required to exhibit a sense of maturity in their management and organization practices as a programme method to project management (JICA, 2006; European Commission, 2007; and Ika et al., 2010).
